Fascinating legal analysis! The distinktion you draw between domestic U.S. law and international law is crucial here. The Noriega precident being treated as if it established international legal authority when it was purely a domestic court ruling is a huge problem. Your point about head-of-state immunity covering not just Maduro but also his wife under the Vienna Convention makes the whole prosection look even more questionable. If the U.S. keeps ignoring these international norms, your prediction about other goverments viewing it as a rogue regime seems pretty spot-on. Really apreciate the thoroughness here!

"Trump can ignore this; Turley can ignore this; but, if the U.S. WILL ignore it (as Trump obviously intends), then every head-of-state and every OTHER Government official in every other country will recognize that the U.S. is a rogue regime that feels it has the right to dictate to every other nation’s Government."

It is hard to believe that it is not common knowledge that the United States is a rogue entity.

"And, then, at least SOME other Governments will come to recognize that the U.S. Government is their enemy."

And do what about it?
