No government can EVER be a democracy. That would mean that the citizens have equal representation and could by majority rule tell the government what to do or where to go (to Hades most likely).

That will never happen as ALL governments of any stripe MUST be the master and the citizen always reduced to being the slaves to the masters. Without that confounded recipe, we would need NO government at all.

If you are suggesting anarchy, that never works. My suggestion is a meritocracy; while it is not infallible, it is based on an advantageous premise. Those who are best able to perform are advanced. But lack of human integrity can ruin anything.

And who is supposed to determine "merit" or the lack thereof? If the Government itself is supposed to do that, then it will be a dictatorship. Consequently, the Government ought to avoid that as much as possible and let the private economy handle it as much as possible.
